The victim, identified as 28-year-old Ronald Victor Garcia-Rodriguez, was found lying on the shoulder of northbound lanes of I-95 near Route 216 after calling 911 at around 4:30 a.m. on Nov. 18 to report that he had been shot.
Garcia-Rodriguez, the only occupant of a white 2014 Mazda2, was rushed to the R Adams Cowley Shock Trauma Center in Baltimore, where he is currently being treated for his injuries.
Maryland State Police troopers from the Waterloo and College Park barracks, along with investigators from the Criminal Enforcement Division and Homicide Unit, responded to the scene.
Investigators believe the victim and the suspect were acquaintances and that an altercation preceded the shooting; however, they are still working to determine a motive and whether the incident occurred inside or outside the vehicle.
Crime scene technicians from the Forensic Sciences Division processed the area for evidence while Maryland Department of Transportation crews facilitated detours during the road closure.
No other injuries were reported.
“This remains an active and ongoing investigation,” a spokesperson for Maryland State Police said.
The shutdown of I-95 caused significant delays for early-morning commuters as troopers worked to clear the scene and gather evidence for several hours.
